By this quote, Frankl was implying the power of choice in our lives.

In our lives, we are affected by various situations and we might think that those circumstances influence our choices. But that’s not true. We have the ability and freedom to make our own choices. We also can control how we think about certain situations. If we can control our thinking process, we can also control our reactions in that particular situation.

Even after suffering atrocities in the concentration camp, Viktor learned that he could choose his attitude and perspective regarding his situation. He realized he even could choose how he wanted to respond to his situation.

This is true, we can’t control every single situation in our lives. But we have to remember that we always have the freedom to choose how we react in that situation.
